Welcome to James Kemp's Wiki
This is a collaborative web platform that allows people to edit1) the web pages to provide additional content for some of the stories I have written and the roleplaying games that I am involved in, whether as a player or GM.
There are several namespaces operating slightly different wiki subjects. These are, in no particular order:
- Skyss - Story Background - a fantasy novel I wrote for NaNoWriMo 2016.
- Perfects - background for the near future story and some police roleplaying that I ran in that universe
- Theocracy of Daprav - A D&D campaign that I ran with Glasgow University Games Society around 2002-3.
- Jim Wallman's Universe - a roleplaying by e-mail campaign that I play in, this is an unofficial wiki and none of it is canon unless Jim says it is.
- Interstellar Freelance Unlimited - subset of the Universe pages covering the activities of a mercenary company that we are currently roleplaying every Full Moon.
- Earth Imperium pages. These cover the activities of the Government of the Solar republic (aka Earth Empire) in Jim's Humanity Will Prevail campaign, including the Earth Imperium News Items.
- Free Worlds Alliance - covering the activities of another emerging polity in the Humanity Will Prevail campaign. Mostly contributed by Eric Moroney.
- Universe Background - page collecting the various bits of background info that have come up in various e-mail discussions for the campaigns set in Jim Wallman's Universe.
- Master map of the Universe (6Mb PDF, as at 3212).
- Delta Green - some roleplaying campaigns about horror and conspiracy. The main one was set in Berlin in 1953.
- Free games rules - a collection of free rules for wargames and other sorts of face to face games that I have designed or run.
- Wargames rules - I'm not just a player of games, I also do rules for them from time to time as well as one-off games. A primary outlet for this is through Chestnut Lodge Wargames Group.
- Other free rules - at the moment just those for the 1689 (Orange or Lemon? and Bonnie Dundee, respectively about the debates in the Scots Parliament and then the military campaign of Viscount Dundee during 1689) and The Other Side of the COIN (about what makes people become insurgents). All games that I have have produced for Chestnut Lodge Wargames Group.
- Background for a near future universe where I have written some fiction and also run some roleplaying games in.

T66 Q0 IEN Official Communiqué - Action at Amoss Q6
We had considerable and verifiable reports of a legitimate secessionist move of the elected and popular Government of Amoss. Accordingly normal political channels were used to contact the Sirian Colonial Government. There was a clear humanitarian crisis on Amoss, and as a precautionary measure we moved elements of the Colonial Fleet into the area. Reports from the INN of CHF forces being used were inaccurate.
SSR Refusal of Secession
In the face of the local SSR regime refusing to accept the local people's determination to peacefully secede from the SSR the local Earth Governor agreed that humanitarian assistance could be delivered by volunteers who wished to come to the assistance of the local democratically elected government of Amoss.
With the heightened tensions it was deemed appropriate by local commanders that the aid convoy be escorted. In addition, Earth merchants were being increasingly harassed by Sirian Naval forces, such that legitimate Earth trade interests were threatened.
Negotiations with the legitimate Government of Amoss resulted in an agreement to support the return of expatriate individuals and certain economic aid for the elected government of the colony. The Colonial fleet arrived to secure the aid, and protect legitimate
In orbital space around the colony local commanders were unable to achieve a peaceful settlement, and Sirian Naval forces opened fire on IEN units - though technically overmatched.
The Sirian commander insisted that all vessels be surrendered to the SSR Government for impounding pending investigation into the situation and the requisite bureaucracy being completed to issue entry permits to the system. When this was quite properly refused by the IEN commander who explained that there was an urgent need to deliver humanitarian assistance to the people of Amoss the Sirian commander broke off communications.
Approximately twenty minutes later, long enough for a signal exchange between the ship positions and the orbital on Amoss, the Sirians resumed contact. They insisted that the IEN vessels depart immediately for the M25 and that the civilian vessels be surrendered. Failing to do so was to be seen as a hostile act.
In response the IEN commander requested that the SSR Captain surrender immediately as the SSR force was clearly over-matched.
The SSR response was to open fire. The battle was short but decisive. The Sirian Navy retired from the system after taking a number of hits on their battleship and losing 8 pacifiers shot down.
IEN losses were minimal and the primary mission was successful. The fleet is currently supporting local Amoss Government forces against a Sirian GF Division. We have neutralised the GF Division's orbital assets and control Amoss Station, so the fighting is unlikely to last much longer.
This is very much a local situation where our local governor has felt duty bound to support a local democratic movement in asserting the right of all people to self determination in the face of colonial oppression.
The space battle was a case of self defence by the IEN while escorting humanitarian volunteers into Amoss in an attempt to ensure that mass loss of human life was avoided. No part of the CHF was involved.
We expect Amoss to become fully independent now.

T72 SSR Navy Commits Piracy on IEN Escorted Vessels

I would like to offer my praise and thanks to the members of the IEN currently protecting the people and government of the newly independent system of Amoss from the bullying tactics of the reactionary, regressive so-called Sirian 'Socialist' Republic.
Sirian Navy Commits Piracy
The ever duplicitous Sirians breached the agreement to remove military forces from within the M25 of Amoss and have engaged in acts of piracy, kidnap and murder. It was to put a stop to this - in the face of inaction by the supposed peace keepers (the GFAN never turned up and the RNVN colluded) - that the IEN re-entered the system at the request of the poplar government.
While escorting commercial vessels through the system the IEN have been subject to provocative and aggressive acts from the piratical Sirians. The restraint of the IEN in these circumstances is highly commendable.
The behaviour of the Sirians is reprehensible and they must stop their regressive action immediately. I call on the GFAN to send appropriate peacekeeping forces to Amoss; to the RNV to act properly in a peacekeeping role and prevent Sirian piracy and inappropriate imperialism; to the SSR, take a long hard look at your actions and then do what is right for everyone rather than standing on your dignity. In the meantime the IEN will continue to escort any non-military vessel requesting it from the M25 into Amoss. Attempts to interfere will be interpreted as piracy.
The IEN approach to piracy is to engage with all weapons. Survivors will be arrested and tried in a court of law. The maximum penalty is mind-wipe and this is almost always applied to the Captain and officers of any vessel convicted of piracy.

Earth Imperium Intervention policy announced

The Earth Imperium vows only to intervene when invited to do so by the legitimate government in a non-Earth Empire system, or when the local government is unwilling to tackle piracy.
Earth's Intervention Policy
We should only intervene in non Earth Empire systems when one or more of the following holds true:
- the legitimate government in a single-colony system has requested assistance;
- for multi-colony planets where the legitimate government(s) of the majority of the population in the system has asked for assistance;
- a colony government with whom we have a prior agreement that we would intervene to support them;
- where inter-polity agreements require us to assist;
- where not assisting would, on a balance of probability, lead to genocide being committed;
- where not intervening would lead to loss of a strategic asset to humanity (e.g. hyperlinimum production) or would lead to a conflict spilling over into other systems (e.g. piracy);
In all cases the specifics of the individual case would be taken into account alongside the implications of both acting and not acting given existing inter-polity agreements current at the time.
For all practical purposes the legitimate government is whoever currently commands the support of the population in the colony, regardless of how they came to power or their other policies.
Where we are invited to intervene there should be a presumption that we will help. However we want act on behalf of the bulk of the population and we also want to ensure a humane intervention.
We will not intervene to support governments that have committed genocide at any time nor to support those governments that are currently involved in practices that were incompatible with Solar Republic law, particularly as regards human rights.

Senator Lee Zhang
First Minister until 3208.001 when he was removed from his post by the First Citizen and arrested. Subsequently cleared of any wrongdoing.
Biography
Born in the Shanghai Arcology in 3112, to a Senate family Zhang was always expected to enter politics. During his teens he lived in Quadrant Seven where his mother was Governor for five years. He disliked the atmosphere and the politics and at 18 he joined the Pacifier Corps of the Imperial Navy. Unfortunately recurrent claustrophobia resulted in a series of staff jobs. While serving as a Squadron Leader he studied Interstellar politics and Economics, gaining a Doctorate in 3140. As a Wing Commander he ran the Space Traffic Control facility on Phobos before being promoted to Group Captain in 3145 and serving several years as deputy Military Attache to the Wolf Commonwealth.
Career in IAO
In 3150 at the age of 38 he was recruited by the Imperial Audit Office and appointed Director of the Pol/Mil Audit Bureau investigating corruption amongst Ambassadors and Attaches. Over the next few years his IAO career took him into covert auditing and further promotion reaching its climax during his undercover investigation into the Lexmark Scandal while serving as Deputy Governor of Quadrant Two.
Entry to Senate
His cover was perfect for this role as he had been made a probationary Senator under the tutelage of the then Justice Minister. During this time Zhang wrote the treatise “The Lost Wealth of Empires” in which he compared the Earth Empire to the Roman and American Empires in their declining decadent years. The treatise received a very chilly reception from academics and the government, but it earned him sufficient notoriety to get him selected as Senator for Shanghai in the 3166 elections. Aged 54 he officially retired his IAO post.
For the first ten years in the Senate Zhang was a member of the Loyal Opposition, serving on Select Committees to understand the machinery of Government. During this time he rewrote and published his treatise, and followed it with another on the IAO “Knowing Me Knowing You, A-ha”. This further increased his notoriety and led to a stint as Chair of the Select Committee on Imperial Justice. Here he led an investigation into the IAO, identifying several areas for improvement, but generally giving the organisation a clean bill of health.
Early Government Positions
In 3176 Zhang was elected to a government post as Deputy Minister for Justice, and given the task of implementing his own recommendations. In 3181 he was appointed Governor of Mars, and relished the complex entanglements of Martian politics. In 3186 he continued his rise in the Government and was promoted Minister of the Home Systems. During his tenure he further improved his understanding of Interstellar Economics and wrote his first work of fiction “Money, Money, Money” a future history in which he envisaged the economic collapse of the Home Systems and their integration into the surrounding polities. The subsequent outcry resulted in his de-selection from the Council of Senators at the next election in 3191
Wilderness Years & Re-election
During the next five years he struggled to regain his credibility, but continued to debate fiercely in the Senate as a non-voting member. He was always a popular speaker and through his contacts at the IAO he was soon revealing scandal and corruption on the floor of the Council. In 3196 he was re-elected to the Council and took over the Chair of the Defence Select Committee.
First Minister
The coincident start of the Exterminator War and a series of military debacles allowed him to catch and ride a wave of criticism of the Government, such that he was the only real candidate for First Minister when the Government collapsed in 3199.
Since that time he has worked to reinvigorate the war effort, and forge new alliances, not least of which was the formation of the grand alliance under the Treaty of New London. His latest move has been to prepare the ground for large-scale economic reform in the Home Systems, and revitalise the economy towards supporting the war effort. It remains to be seen how history judges Lee Zhang. The First Minister is now 95.
Downfall
Over the New Year holiday for 3208 Senator Zhang, his wife and most of his household were arrested on suspicion of espionage. Some details about the arrest and detention of former First Minister Lee Zhang are now emerging. It seems that several staff of the Zhangs, both domestic and part of their charitable foundation, had been working for some years for Martian Intelligence. No formal charges are to be brought against Lee or madame Zhang, who have both been released, and Lee Zhang remains part of the Grand Council of the Senate.
