Welcome to James Kemp's Wiki
This is a collaborative web platform that allows people to edit1) the web pages to provide additional content for some of the stories I have written and the roleplaying games that I am involved in, whether as a player or GM.
There are several namespaces operating slightly different wiki subjects. These are, in no particular order:
- Skyss - Story Background - a fantasy novel I wrote for NaNoWriMo 2016.
- Perfects - background for the near future story and some police roleplaying that I ran in that universe
- Theocracy of Daprav - A D&D campaign that I ran with Glasgow University Games Society around 2002-3.
- Jim Wallman's Universe - a roleplaying by e-mail campaign that I play in, this is an unofficial wiki and none of it is canon unless Jim says it is.
- Interstellar Freelance Unlimited - subset of the Universe pages covering the activities of a mercenary company that we are currently roleplaying every Full Moon.
- Earth Imperium pages. These cover the activities of the Government of the Solar republic (aka Earth Empire) in Jim's Humanity Will Prevail campaign, including the Earth Imperium News Items.
- Free Worlds Alliance - covering the activities of another emerging polity in the Humanity Will Prevail campaign. Mostly contributed by Eric Moroney.
- Universe Background - page collecting the various bits of background info that have come up in various e-mail discussions for the campaigns set in Jim Wallman's Universe.
- Master map of the Universe (6Mb PDF, as at 3212).
- Delta Green - some roleplaying campaigns about horror and conspiracy. The main one was set in Berlin in 1953.
- Free games rules - a collection of free rules for wargames and other sorts of face to face games that I have designed or run.
- Wargames rules - I'm not just a player of games, I also do rules for them from time to time as well as one-off games. A primary outlet for this is through Chestnut Lodge Wargames Group.
- Other free rules - at the moment just those for the 1689 (Orange or Lemon? and Bonnie Dundee, respectively about the debates in the Scots Parliament and then the military campaign of Viscount Dundee during 1689) and The Other Side of the COIN (about what makes people become insurgents). All games that I have have produced for Chestnut Lodge Wargames Group.
- Background for a near future universe where I have written some fiction and also run some roleplaying games in.

[ OOC - At last evening's Full Moon, Mukul volunteered(?) to be Contract Director. He appointed L.M-D as 2IC, Tony S as 3IC and Masumi as QM (that is, Richard did the bean counting). I'll let them report their stuff, but L.M-D's first task was to lead a team of four on an incognito recce of Spuk. The Recce Team was L.M-D, Melanie May, Gillian Sameria and Hiro Nakamura. The team took a commercial flight to Spuk and arrived some 4(?) days before the main party. Oh yeah, and note that Buck Fast Foods is Frank Buck's own company; see Frank's IFU biog. Now read on … ]

Recce Team landed at River City 3206.315. Team investigated at River City, then moved on to the settlement at Happy Valley Farm, and finally to Alington [the settlement due south of, and up river from, Happy Valley Farm, at the river junction and forest edge]. Summary of intelligence gained:
- BFF's megadon ranch is some 20km east from Happy Valley Farm. The two companies suspected of rustling the Buck Fast Foods' megadons are: Mega Mac Co, based in River City, and King Don Inc of Alington.
- Mega Mac have offices and depot, including cold store, to the south east side of River City; circa 40 employees incl. 10 HMA hunters, plus tracked APCs, all terrain and refrigerated trucks, mobile cranes etc. They supply approx. one third of meat for River City. Chief Exec. is ex Centauran GF lieutenant.
- Allington has population of 8,000. King Don have offices and depot, including cold store, to the south east of Allington toward the forest, and a hunting lodge 150km east of Allington against the forest. King Don have circa 40 employees incl. 12 HMA hunters, plus 4 tracked APCs, all terrain and refrigerated trucks, mobile cranes etc. Chief Exec and hunters are ex UoX GF and did national service together. - Hiro found that on each occasion BFF megadons were rustled, King Don experienced an increase in meat supply; this is not true of Mega Mac. We drew the obvious inference.
- Further investigation, including questioning a King Don truck driver, disclosed that a KDI APC was brought in by their own recovery truck for repair at 3rd party garage in Allington, 38 hours after the BFF breeding group was stolen. Damage was reported as due to crashing through megadon fencing!
- Recce Team focussed investigation on KDI, and hiding place for the BFF megadon breeding group. Note the rivers [ as marked on the map ] are navigable by large barges and thus not fordable by megadons. Therefore the BFF breeding group are almost certainly east of the Happy Valley river. However, the breeders have not been located to date.
Further reconnaissance by flyer to be undertaken when IFU main body arrives.

IMPERIAL HONOURS SYSTEM
The Earth imperium has a complex system of honours and awards to recognise the contribution of its citizens and armed forces to the peace, security and wellbeing of the Empire.
This recognition comes in the form of a system of medals, permitting the recipient to carry certain letters after their names. These are highly respected by all.
In practice, the awards are made on a regional basis (the time lag for all awards to be administered from Sol System being far too great). Quadrant Governors have delegated powers for some awards, as have planetary Governors.
Note that the 'nobility' titles are not hereditary. Interestingly, though, the sons and daughters of 'nobles' often gain recognition to noble rank in their own right.

The awards above are issued to any citizen of the Empire, and may be awarded to serving members of the Armed Forces. These are separate from the military system of medals and awards.
Armed Forces Awards
In addition the military can earn medals:
Marines and Ground Forces
- Empire Gallantry Medal - to reward gallantry involving some risk to the person awarded. Can be awarded to civilians or service personnel.
- Meritorious Conduct Medal - for exceptional service to the Imperium above and beyond the call of duty.
- Imperial Service Order - for award to officers for meritorious and distinguished service in war.
- Marine Corps Medal - for an act or acts of valour, courage or devotion to duty whilst in space but not on active operations against an enemy.
- Distinguished Space Medal - for an act or acts of valour, courage or devotion to duty whilst on active operations against an enemy.
Legion of Honour
For conspicuous gallantry and intrepidity involving risk of life above and beyond the call of duty in action with the enemy. Comes in the following classes (which must be earned in order)
- Legionnaire
- Knight - with crossed swords
- Officer - with oak leaves - receiver will be commissioned
- Commander - with swords & oak leaves
- Knight Commander - with diamonds, swords & oak leaves
There is a limit on the number of members of the Legion of Honour currently alive to 65,536 all grades.
Burial in the Field of Honour - for those meriting entry to the Legion posthumously.
Imperial Earth Navy
Campaign Medals may be awarded at the end of a particular series of operations.
- Long Service Award for 15 Completed Missions, with clasps for each additional 15 missions.
- Hazard Award for completing 5 Pacifier missions without having lost your ship.
- Good Conduct Award; for completing 30 missions without a court martial or reprimand.
BRAVERY ETC:
- Wound Badge: Awarded to Pacifier Crew wounded in action.
- Ace Recognition Clasp. Awarded to official aces - that is any pilot with 5 confirmed kills. Confirmation must come from another pilot who was present at the engagement concerned and saw you making the kill. Kills can be shared in the event of combined efforts.
- Silver Carrier Destruction Badge: To All Crew involved in the successful destruction of an enemy Carrier.
- Gold Carrier Destruction Badge: To Pacifier Pilots who single-handedly destroy an enemy carrier.
- Spacefleet Meritorious Conduct Medal: Awarded to any crew who perform an act of special note whilst in battle.
- Imperial Star: For crew rescuing friendly forces or crew at the risk of their own lives, or any other act of outstanding daring and/or bravery. This is only awarded by the Emperor.
T75 - Armstrong Actions Audited

The First Minister addressed the Senate today to inform them that a Full Audit was under way in Q6.
Full Speech
Senators,
It is my duty to inform you that the First Citizen has personally authorised an Imperial Warrant for a Full Audit in Quadrant Six.
Earlier this year naval intelligence reported that, in addition to his other actions, Governor Armstrong had ordered the mobilisation of a significant military infrastructure in Q6. Without reference to Q0, he ordered the mobilisation of the Marches HQ and the unlawful construction of a military class shipyard in Q6. He also appears to have rescinded orders by the First Minister for the 22nd Battle Fleet to return to Q0 on his own authority.
An emergency meeting with the First Citizen was convened with senior representatives of the Navy, IAO, and the Privy Council. At this meeting, held on 3208.215, a Full Audit was initiated. As is the normal protocol for Full Audits the decision was kept secret to ensure operational security and to prevent any cover up.
The First Citizen, “A”, the First Lord of the Admiralty and the Deputy First Minister have signed a 250 day digital Imperial Warrant ordering the immediate recall of all three Battle Fleets (14, 21 and 22) currently in Q6 to Q0, and a “Full Audit” of Governor Armstrong as Colonial Governor and Admiral Tendashi of the 6th Colonial Fleet under suspicion of “acts against the interests of the Imperium”, and specifically the illegal construction of a shipyard in Q6.
The bearers of the Warrant will take interim control of Q6 until the Full Audit is complete. Governor Armstrong will then resume control unless he has been found guilty of serious misconduct whilst in high public office.
The Full Audit Commission are:
- Senator Kowloon (retired Admiral)
- Deputy Director van Helsing (IAO)
- Admiral Puzo (Q6 CINC designate)
This “triumvirate” will use 11th and 12th Battle Fleets (temporarily withdrawn from the CHIF) and the IAO Special Audit Fleet Battle Fleet together with the Q6 IAO ISB on Weygand. Admiral Philips 21st BF has been informed of the content of the warrant and has been instructed to assist with the Full Audit.
We are expecting initial situation reports from the IAO special audit squadron in the next few days.
The media blackout imposed by the Full Audit rules will be lifted from immediate effect and we will endeavour to publish our situation reports once we are certain that there is no breach to operational security by doing so.

T75 - Hope for the Heart of Humanity

The First Minister addressed the Senate to appeal for an end to mindless rhetoric and to affirm the Earth Empire's non-aggression to other human states.
The Full Speech
Senators,
There are those amongst humanity's leaders that would submerge us all in fear, uncertainty and doubt; stoking the furnaces of paranoia and pointing out the differences rather than the commonalities.
I am not one of those leaders.
The end of ToOL and SALT has seen diplomatic revenge against the Empire. We are not going to play such childish games; and there will be no tit for tat expulsions. All the SALT observers are welcome to stay within the Empire for as long as they wish, and all polities are welcome to send military and diplomatic observers to the Empire. Only by being here they will come to understand the Empire.
I believe that we should act in the best interests of humanity. Earth is the home of humanity; and we have always acted so. There is no greater evidence of this than the sacrifices of the IEN in the common defence. The IEN were the first navy to engage the Exterminators and destroy an enemy super battleship, although not without losses. My own sister commanded one of the IEN ships that survived that engagement.
Over the period of the Exterminator War the IEN put its full commitment to defeating the common enemy of humanity. When they re-appear there is no question that we will not do exactly the same again. We cannot afford any possibility that we are not ready for a return of the Exterminators; or any other external threat.
At this time, despite much empty rhetoric and sabre rattling, there is no threat from any human polity to the Empire. I do not foresee that there will be such a threat in the near future. Nor does the Empire present a threat to any polity, regardless of how they may see us. The days of interstellar war between humans are over. There will be no wars of conquest or subjection, nor will there be any petty adventurism. At least not by the Empire while I am First Minister.
Earth will defend itself, and it will defend humans everywhere who ask for our assistance. We will not stand by and watch genocide happen, nor will we pass by on the other side of the street when people obviously need help. But all we will do is offer assistance, if it is turned down we will respect the wishes of system governments. If it is accepted we will deliver what is asked for if it is within our power to do so and the High Laws of the Imperium are respected.
I want to set a shining example to people everywhere. I want all leaders to become shining beacons of hope. I know that this is unlikely. There are those that are jealous of what we have, and who feel threatened by our presence. There are those that would oppose anything if we suggested it, no matter how reasonable or sensible that proposal is. But we don't repress our critics. We don't suppress the dissenters. We don't crush those that wish to break free. That is what makes us strong.
One day there will be understanding amongst humans. We must do all in our power to help that to come sooner rather than delaying it.

T75 - SRE to Withdraw from Treaty of Old London

The Deputy First Minister announced today in the Senate that the Solar Republic and Earth Empire will withdraw from the Treaty of Old London with effect from 3208.400.
ToOL Undermined
It is with great regret that the Solar Republic and Empire is announcing its intention to unilaterally suspend its signatory status of the Treaty of Old London as at the end of 3208. This treaty has become undermined by those signatories who can no longer be trusted to value it for its contribution to the common defence of Humanity against the Exterminators. Instead these polities have sought to regard it as a forum for grand-standing and show-casing.
IEN Continues to Protect Humanity
Earth intends to continue to contribute military forces to the four CHFs at the level proposed by the treaty and to establish MOUs with the local Fleet commanders for the full sharing of all relevant intelligence and the concerted use of force against all external threats against any human systems.
Earth will be withdrawing its contribution from the scouting fleets which it no longer considers to be of significant benefit.
Observer Status at Summits
Earth hopes to continue to send observers to the ToOL Summits, and Liaison Officers to the JAC HQs and to the Grand Strategic Council (as per other non-signatories, and the MDF. Earth will continue to review its position on the basis of these observations and hopes that at some point in the near future the Treaty will again resume its originally intended role.
I have invited Ambassadors of all other signatories to the Foreign Office to discuss the details of this announcement if they so wish.
